Indian Central and State Governments both should be very careful when going for relaxations during these Corona Virus times. We already have States and Union Territory borders defined in maps as also Divisions (mandals) and Districts boundaries. There should also be maps available for all Tahsils, Taluks (Sub Divisions). Are they there? It is my intelligent guess that Survey Of India has brought them out. Defined boundaries, extents, jurisdictions by way of maps should also be available for all Postal Pin Codes, all sub post offices. Yes. Then right from Constable through ASI through Inspector through SP (DCP) through DIG (AdCP) ‘through’ DGP (Commissioner) different ranks should police their jurisdictions (borders).
My focus is on containment. FOCUS: CONTAINMENT. This means that inter border travel restriction or control is the target theme for this post. OK? So the ranks with their associated policing jurisdictions mentioned below tell about the borders that they will police, and not necessarily inside of those respective borders. Plus these ranks are dedicated towards this assigned task for the duration of the problem - this SARS-CoV-2 causing COVID-19 disease matter. Here goes:-
Secretary RAW or Secretary SPG (rank 23 in order of precedence or ‘oop’) aided by 3 Commissioners (DGPs) (rank 25 in ‘oop’) each aided further by 3 JtCPs (IGs) and so on:

Some Points you noticed:-
There are Secretary RAW (or Secy SPG) and then DIB above the police ranks in this list. They are without such assigned tasks.
Plus, I have left the DGP (Commissioner), AdDGP (Special Commissioner), IGP (Joint Commissioner) too without assigned tasks.
Plus I have assigned DIGP (Additional Commissioner) the National Boundary straightaway, I have assigned SSP (Deputy Commissioner Selection Cadre) a responsibility for something (or boundary or akin to boundary) somewhere between Nation and a State - exactly what I don’t know yet.
Note: I repeat that the ranks are ‘dedicated’ towards their assigned borders during these times. They will ordinarily not be assigned other routine tasks.
Now for example DCP aided by 3 ACPs are incharge of entire state. These 3 ACPs are (firstly) different from ones in charge of district elsewhere and (secondly) in turn are each aided by 3 Sub Inspectors who again are (firstly) different from ones in charge of postal code area elsewhere and (secondly) in turn are each aided by 3 HCs who once again are (firstly) different from ones in charge of ‘next division or break up after sub post office area’ (or defined as cluster in this post) elsewhere and (secondly) in turn are each aided by 3 Grade 1 volunteers from public.
Another important thing is that any personnel heading any geopolitical boundary is not necessarily going to be mobile. He will monitor from some centre as assigned, deemed fit. Ones who are aiding him will be, and further ones in turn will be more mobile.
Thus in the above example, DCP will not necessarily be mobile. All 3 ACPs will be. Further down Sub Inspectors - 9 in nos - will be more mobile. Further down Head Constables - 27 in nos - will be still more.
Now it will be evident that I am assigning 3 subordinates to any personnel and not 2 and not 4, not 1 and not 5, not 6 or 7 or 8. This is not binding. It can vary. Of course it can vary. But I will suggest that you keep this as base model. Theek hai?
Another thing evident is that when assigning subordinates I don’t pick the one next junior in rank but two ranks junior. This is because I want to do away with problems of ego, of non-subordination, of indiscipline (jaa main teri baat nahin maantaa jo karnaa hai kar le). Although this may not be there as much ordinarily, but I have tried to do away with it as much. You see (example) I am AdCP (DIG) and I don’t think much of the JtCP (IG) immediately above me because in my opinion he is non deserving, he is lallu panju, he doesn’t know much (kuchh aataa jaataa to hai nahin) and in this scenario if I have to take orders from him then I will be cringing day in day out, my sleep (whatever I get) will be disturbed, uneasy. But if I have to take orders from SpCP (AdDGP) then even though I might have doubts on his ability as well but I am more likely to be at ease and follow his instructions because he is two ranks senior and I will think somewhere in my head that yaar aise hi to mere se do ranks oopar nahih hai yeh bandaa. So I am more likely to abide by diktat of SpCP (AdDGP) than JtCP (IG). And this, ladies and gentlemen, is the reason of ‘two ranks difference’.
Now I will give a real example of which officer/personnel is in charge of what type ‘geopoitical boundary’:

About Pocket, Cluster, Neighbourhood, Street: Earlier I have mentioned this heirarchy for the sake of this post - Postal Pin code area, then Pocket, then Cluster, then Neighbourhood, then Street.
Question will definitely arise as to how, why am I assigning entire state to DCP (SP)?, assigning entire Postal Pin Code to Sub Inspector?, and so on. Answer is that they are (and I repeat) assigned ‘boundaries’ and not what happens ‘within that boundary’. This implies that suddenly you realise that the scope of my post is very limited. Only boundaries? Yes, you can say that scope is limited. But it is an important aspect.
Another thing: All of the country is not residential. There are industrial zones, forest areas, other areas, .. what am I talking about? How will I cover those? .. .. I am aware of that. Those are covered. Boundary is boundary, whether it is residential, industrial, whatever else. So a Sub Inspector (example) anywhere has a very different complexion to his work, duty than his counterpart elsewhere. Yes, that will happen. So what? Same applies to Inspector, same applies to ASI, same applies with other ranks.
Now about zones - green, orange, red.
These colour coding or identification has been done by Indian authorities and I will quote that or use that for simplicity, for ease.
Obviously a Constable (whether in charge of neighbourhood or aiding ASI - pocket wala ASI) somewhere in country, for instance, can have a very great difference in responsibility and stress compared to any other elsewhere in country at any given time. At the same time, a Constable who hitherto doesn’t seem to have trouble because there was no case around will suddenly see a very different scenario any time and his work, his responsibility will dramatically change. He/she has to be prepared. ‘Till today it was like this or that or easy or passing time or boring and suddenly all hell has broken loose’. This will happen. Be prepared. C’mon! And once you have been assigned then it is expected that you will be dedicated towards that. No change in personnel normally unless you suffer grievous injury or you die - number one! And number two - no asking for more contemporaries (constables) or juniors or seniors unless you feel that your own jaan maal (and health) is ‘really’ at risk.
And what applies to constable above applies to Sub Inspector, applies to AdDCP, applies to AdCP, essentially applies to everybody in police ranks.
So every small small portion of the country has an address which starts with the following (example):-
UAGRDDN (Uttarakhand State, Garhwal Division, Dehradun District)
or you could assign digits from 01 to 99 for all
which could be 270101 (27th state of Indian Union, first division, first district)

About exemptions: what if a train is passing by a pocket or cluster - how do I expect (respectively) an SI with his band of 3 HCs or ASI with his band of 3 Constables stop and question an entire train - driver and passengers?, and stop the train itself, freeze it? .. Later this ..
Another question: How do I expect a DCP (who is monitoring an entire state boundary sitting somewhere) and 3 ACPs and 9 Sub Inspectors and 27 Head Constables and 81 Grade 1 Volunteers to police an entire state boundary? Answer to this I myself don’t know yet. Visit again after 2-3 days, maybe there’s something here. ;-)
